States like Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Orissa, Rajasthan, Uttar Pradesh and West Bengal, who have highest number of PMAY-G beneficiaries are on course for completion of Pradhan Mantri Awaas Yojana (Gramin) ( PMAY-G ) houses within the prescribed time-frame, a Union Ministry of Rural Development press release informed on Wednesday.
Prime Minister launched Pradhan Mantri Awas Yojana (Gramin) on November 20, 2016 from Agra. A target of completing one crore new houses by March 31, 2019 was set. Of these, 51 lakh houses are to be completed by March 31, 2018.
To meet the challenge of assisting 51 lakh Pradhan Mantri Awaas Yojana (Gramin) beneficiaries in construction of their homes by March, 2018, the Ministry of Rural Development, in partnership with the State Governments, has taken many steps, including setting month-wise target for completion of houses.
The target for completion of 10 lakh houses by November, 2017 has been achieved on November 29, 2017, i.e. before the appointed date for completion of 10 lakh houses. It is expected that 15 lakh houses will be completed by December 31, 2017; 25 lakh houses by January 31, 2018; 35 lakh houses by February 28, 2018 and 51 lakh houses by 31st March, 2018.
Towards meeting the target of construction of 51 lakh houses by March, 2018, while 56.90 lakh beneficiaries have been sanctioned houses, 51.39 lakh beneficiaries have received 1st instalment, 31.03 lakh beneficiaries have nearly reached roof-cast levels and for 16.05 lakh beneficiaries the house construction is nearing completion. States like Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Orissa, Rajasthan, Uttar Pradesh and West Bengal, who have highest number of PMAY-G beneficiaries, are on course for completion of PMAY-G houses within the prescribed time-frame.
The faster completion of quality houses has been assisted by payment of assistance directly into the beneficiary account through IT-DBT platform.
To ensure good quality of house construction, Rural Mason Trainings have been organized to facilitate availability of trained masons in the rural areas. Space technology and IT platforms are being used to monitor complete cycle of house construction, right from identification of beneficiary to construction stages of houses to completion and each stage is being geo-tagged.
States have taken adequate steps to ensure continuous availability of construction material at reasonable prices so that the pace and quality of construction is not adversely affected.
PMAY-G houses with facilities like toilet, lPG connection, electricity connection, drinking water etc., are changing the countryside at a faster pace. While in some states houses under PMAY-G are coming up in clusters / colonies (generally for landless beneficiaries), at other places they are being constructed on the beneficiary’s land. House designs prepared by UNDP-IIT, Delhi or by the concerned states have been made available to beneficiaries to choose the house designs that they like. Bouquet of house designs has resulted in technically sound houses of different designs coming up in rural areas which are a treat to watch.
Notably, the Chhattisgarh Government will soon take up re-development of Tikrapara and Amapara slums under Pradhan Mantri Awas Yojana (PMAY) in Raipur city, officials informed.
The State Urban Development Authority (SUDA) is in the process of taking up a massive Slum Redevelopment project in eight clusters of Chhattisgarh using land as resource on Public Private Partnership (PPP) basis, officials informed.
The project is being taken up under Centre’s Affordable Housing for Beneficiaries of Untenable Slum and Non-Slum Area for each cluster separately which covers 36 Urban local Bodies (UlBs) under the Pradhan Mantri Awas Yojana –Housing For All Mission.
The clusters are in --Raipur, Bhilai, Rajnandgaon, Bilaspur,Raigarh, Ambikapur, Dhamtari, Jagdalpur.
The Chhattisgarh Government will also take up re-development of Danganyia slums in Raipur on Public Private Partnership (PPP) Mode Under Pradhan Mantri Awas Yojna (PMAY), officials informed.
Nearly six lakh poor families in rural areas of Chhattisgarh will be provided housing facility under PMAY during the next three years.
These houses will be constructed at the total estimated cost of ` 7,219 crore.
A total of 36 cities of Chhattisgarh have been selected for Pradhan Mantri Awas Yojana (PMAY) ‘Housing for All’ (HFA) Mission 2022, officials informed.
The cities have been divided in to 8 clusters.
As per the directions of Union Ministry of Housing and Urban Poverty Alleviation, cities will be covered with their planning area for preparation of Housing for All Plan of Action (HFAPoA). The HFAPoA will include Annual Implementation Plan (AIP).
Notably, the Union Ministry of Housing and Urban Poverty Alleviation (MoHUPA) has launched “Housing for All” Mission through PMAY for Urban Area to be implemented during 2015-22 as a Centrally Sponsored Scheme.
The credit linked subsidy under the Mission, will be implemented as a Central Sector Scheme. The Central government has also approved construction of a total of 7357 houses under ‘Affordable Housing in Partnership’ scheme with Chhattisgarh government in the State during the current financial year, officials informed.
The total investment to be made in the project is ` 372 crores out of which Centre’s contribution would be Rs 110 crore.
Nationally, the Central Government has approved an additional investment of ` 16,641 crore for affordable housing for construction of 2,44,267 houses for urban poor under PMAY (Urban) during the first four months of the current financial year. The Union Ministry of Housing and Urban Poverty Alleviation approved these proposals for the benefit of urban poor in 11 States.
Central assistance of `. 3,634 crore has been approved for construction of these houses under three components of the urban housing mission viz,, Affordable Housing In Partnership (1,24,642 houses), Beneficiary led Construction (1,15,989) and In-Situ Slum Redevelopment (3,636 houses).
With these approvals, a total investment of `51,568 crore has so far been approved for construction of 9,27,991 houses for Economically Weaker Sections (EWS) in urban areas in 20 States under PMAY (Urban) which was launched in June last year.
Central assistance of Rs.12,604 crore will be provided for construction of these houses.
During the last financial year (2015-16), 6,83,724 houses were approved for the urban poor in 18 States with a total investment of ` 34,927 crores.
Chhattisgarh Government has indicated a demand of 2.5 lakh houses under Pradhan Mantri Awas Yojana (PMAY) (Urban) in its Roadmap, the Central Government has informed.
The Government has approved central assistance in respect of 34,166 houses as submitted by the State Government till July, 2017.
In addition, under the Credit linked Subsidy Scheme (ClSS) component of PMAY (U), interest subsidy has been released for 1013 beneficiaries.
A total of 1,969 housing units have been constructed in the State with the central assistance under the scheme till July, 2017.
A total of ` 515.09 crore has been sanctioned as central assistance for the State till July, 2017. Out of this, ` 250.87 crore has been released. Notably, the Central government has also approved construction of a total of 7357 houses under ‘Affordable Housing in Partnership’ scheme with Chhattisgarh government in the State during the last financial year, officials informed.
