AP to follow Hybrid Annuity Model for infra development in Amaravati

To achieve targets set to complete infrastructure development in the State capital Amaravati, the Andhra Pradesh Government has decided to follow Hybrid Annuity Model.

Chief Minister Chandrababu Naidu has approved infrastructure development projects in 3 zones of the capital region, under the Hybrid Annuity Model to source required private capital. Each zone will include development of roads, bridges, drinking water, sewage and power.

APCRDA Commissioner Cherukuri Sreedhar told the Chief Minister that the contractors will be finalised in three days, and the procurement process will commence this week under HAM.

In a meeting held on Wednesday, The Commissioner presented the comparisons between the Engineering, Procurement and Construction (EPC) and HAM, and explained the HAM ensures access to sufficient private capital and high-quality service and maintenance. Under HAM, the progress of a project is linked to both physical and financial milestones, that guarantees on-ground development. Within 3 years, the projects will be complete, and the developers will be responsible for maintenance for 7 years.

 The bid evaluation is in process for the CM Residence and Raj Bhavan, and the architect will be confirmed in a week. The tenders for the VIP Housing Apartments have been prepared and are yet to be uploaded, the Commissioner informed.

The progress on the Rajiv Gandhi Park Redevelopment Project was presented by lakshmi Parthasarathi, Managing Director, Amaravati Development Corporation (ADC). laxmi Parthasarathi also informed the Chief Minister that the seed access roads, the boundaries and the land is ready for plantation. The R&D team have finalised the plants, based on the Chief Minister’s suggestions, and await the date to be finalised.

The Chief Minister asked them to finalise the program for the second week of September. “The 280 acres of this park must be developed with creativity and efficiency”, he told them.
