The Ghaziabad have police registered an FIR against Yashoda Hospital here on the charges of cheating and extortion from a retired Air Force officer admitted for treatment. The officer’s family was compelled to buy expensive medicines from the hospital pharmacy despite being covered under Central Government’s Ex-serviceman Contributory Health Scheme (ECHS) and was threatened that if certain medicines were not bought his life would be at risk.
After being pushed to the brink, the officer’s son Amit Tyagi lodged a complaint with Indirapuram police station on February 24, 2017 alleging that they were being threatened and forced to buy expensive medicines from the hospital.
The FIR was registered after Chief Medical Officer (CMO) of Ghaziabad, submitted his report against the hospital on the instructions of the Chief Minister Akhilesh Yadav’s office. The report supports the allegations of cheating and extorting money, said a police officer.
The FIR states that the retired Air Force officer, Sergeant Yashvir Singh Tyagi, was admitted on May 26 last year with old case of carcinoma soft palate with hypertension, hypothyroidism, hyponatremia, acute renal failure, UTI sepsis and paralytic hues.
During treatment the situation of the patient worsened from acute renal failure to chronic kidney disease. And ultimately patient was referred to Fortis hospital in Noida after the hospital administration learned that a complaint has been made against the hospital.
The FIR states that it is urged that a legal action be initiated against the director of the hospital Upasna Arora, Dr Vikram Grover and others. The column in the FIR mentioned the names of Dr AP Singh, Dr Vikram Grover and Dr Sudhir Tyagi excluding director’s name.
“The FIR has been registered and legal action will be initiated,” said Salman Taj Patil, the SP City. When the police officer was informed that the FIR contains the name of the director Upasna Arora but her name is missing from the column of suspects in the FIR format, the SP City said, “It does not make any difference. If the contents of FIR contain her name she would be treated as a suspect and the investigation would include her role also.”
“It seems that the patient was referred to another hospital due to the patient’s complaint regarding charging payment in violation of ECHS rules to provide treatment cashless” states the CMO’s report, said the official.
The FIR further states that after admitting Tyagi, the hospital asked his son Amit Tyagi to buy medicines from the hospital pharmacy mentioning that certain items are not covered under ECHS.
Amit bought medicines worth Rs12,945 from the pharmacy. Although Amit met the consultant Dr Vikram Grover who spoke with the ECHS officials and said no medicines would be bought further, but they kept forcing Amit to buy medicines. Amit again bought medicines worth more than Rs16, 000 from the pharmacy. He was asked if bought medicines again, a rebate would be allowed.
Finally, on May 26, 2016 Dr AP Singh told Amit that his father is under critical condition so they are referring him to RR Hospital. But Amit preferred to get his father transferred to nearby Fortis Hospital after the attending doctor told him that his father is alright and after 9 days, they shifted him to private room and charged NO Cash.
Then Amit Tyagi lodged the complaint with the managing director of ECHS. later Amit lodged complaint to PMO, UP Chief Minister, NABH CEO and Union Health Minister. He posted the matter on social media. After this the hospital, instead of addressing complaint, the hospital started threatening Amit. Finally the Ghaziabad police registered the case against the hospital after the CM office directed the CMO Ghaziabad to probe the matter, The police finally registered the FIR against the hospital administration on Monday.
