The State Government should take immediate action against the Managing Directors (MD) of Uttarakhand Power Corporation limited (UPCl) and Uttarakhand Jal Vidyut Nigam limited (UJVNl) failing which the workers of Aam Aadami Party (AAP) would file written complaint against these officers in regional office of Central Bureau of Investigation (CBI), said AAP leader Anoop Nautiyal while addressing media persons here on Wednesday.
He said that on June 27 a letter with documentary proofs was submitted by the party to the CM Rawat in which a demand that contract of UPCl MD, SS Yadav should not be extended further and UJVNl, MD, SN Verma should be suspended was made. The AAP has given a time till July 3 to the CM to act on these demands.
The AAP leader that Comptroller and Auditor General (CAG) in its report had objected the act of opening bids of Rs240 crore tender on different dates.
He said that price bid of Ms larson and Turbo Company was opened on January 16, 2014 while the price bid of Ms Feeder lloyds was opened on January 18 which is against the government policy and comes under category of cyber crime.
Nautiyal claimed that the CAG in its report has raised serious objection on this discrepancy and sought an explanation from UPCl. Informing about another case, the AAP leader said that speed in which otherwise slothful Power Transmission Corporation of Uttarakhand limited (PTCUl) acted in procurement of transformers from Ms IMP Mumbai raises stink of corruption.
He said that PTCUl provided letter of Agreement to the above mentioned company on March 25, 2014 and technical parameters were provided to the company on same date and the company too requested for inspection of its facility on March 25 itself and the PTCUl accepted the request on the day.
Nautiyal said that inspection of company was done from March 27 to 31 and PTCUl released dispatch instruction to the company on April 01. Interestingly enough the company provided performance guarantee a day after it was provided dispatch instruction.
The transformers were found to be of inferior quality by Executive Engineer Srinagar but his report was given no consideration. Incidentally the UPCl MD Yadav is MD of PTCUl also. The AAP leader said that the MD of UJVNl, S N Verma was involved in scam amounting to Rs21 crores while he was in Jharkhand Power Corporation.
