Streamlining urban policing, presenting human face top priorities: City SP

Sunday, 31 January 2016 | Vivek Punj | Ranchi

Assuming office on Saturday, Ranchi’s new Superintendent of Police (City) Kishor Kaushal promised a fear-free environment to the denizens of the state capital. This being his first stint in Ranchi, Kaushal assured that he will endeavour to meet the expectations. In a brief interview with The Pioneer, the City SP shared his strategies for the days to come. Excerpts:

Welcome to Ranchi, what are your plans aheadIJ

To begin with, my first priority will be to understand the main problems of Ranchi in terms of crime and crime-control. Focus will be on streamlining urban policing, to which patrolling and vigilance are crucial. The patrolling system within the city will be strengthened and our police personnel will be made more vigilant. The central control room will also be made efficient.

Crime rate has always been a concern in Ranchi. What will be your strategy for crime control in the cityIJ

Crime prevention will be given utmost importance, and to this end, focus will be on establishing a strong information system. Next comes detecting criminals and bringing them to justice without delay. Culprits will not be given the space to think that they can stay out of bars for long after committing a crime. Police will be made an effective deterrent to crimes in the city.

There were some much-appreciated initiatives taken up in the by your predecessors, beat policing and civic policing, for instance. What is your stand on themIJ

I wish to take the positive steps taken in policing by my predecessors even ahead and see to their effective implementation. It will be my responsibility to take their ideas to fruition.

When taking charge of your office, you talked about improving public-police relations. What are your plans in this directionIJ

There have been instructions issued by State Police Headquarters askting officials manning police stations to receive plaintiffs courteously. The practice of receptions at police stations to help complainants will be followed without fail in all police stations of the city. Police officials need to understand that people coming to them are already in trouble, so they should be helped instead of treating them as victims. The hesitancy seen in masses coming to police stations should be done away with.

Some criminal personalities gained limelight quite recently, but have evaded arrest. How will you bring them to justiceIJ

No stone will be left unturned in bringing back said absconding criminals. Their cases have seen much sensationalism but they will be brought back soon.

land disputes are disturbingly common in Ranchi. What is your plan of action to cap cases of land grabbing and disputesIJ

Situation varies from case to case; each case of land dispute will be given adequate attention considering the circumstances it has. As for organised nexus behind land-related cases, they will be disbanded without exception.
