To ensure the active participation of the local residents in the development process of Gurugram, Residents Advisory Council would be constituted there.
The Council will advice on issues concerning infrastructure, traffic and urban environment plans and monitor implementation. The Residents Advisory Council would have nine to eleven members from Resident Welfare Associations, civil society, labour, industry and business and officers of the State Government in Gurugram.

So far, the Gurugram Development Authority had held a wide range of consultations with various stakeholders and would submit its final draft bill for approval of the State Government before December 10. The Authority would undertake town level big projects of infrastructure development and also maintain proper coordination with other departments for their effective and timely execution.
During the meeting, it was also informed that the draft legislation for the establishment of the GDA was placed in the public domain on November 1 along with the statement of purpose. Suggestions have been invited from the general public for the same upto November 30.
The work on the final draft bill would commence from December 1. Discussion was held with the stakeholders on various issues like planning, infrastructure, traffic and mobility, environmental, industrial and general issues. These stakeholders included Resident Welfare Associations of sectors of Haryana Urban Development Authority (HUDA) and private developer’s areas, Municipal Bodies, market associations, real estate developers, media, Non Government Organizations, prominent citizens, District Officers, Industrial Associations, labour Unions and Zila Parishad. Apart from this, online feedback has also been taken in this regard.
It was also informed that besides the grants from the Government, External Development Charges (EDC) and Internal Development Charges (IDC), Transit Oriented Development (TOD) charges, stamp duty and property tax would be the resource base of the GDA.
Officer on Special Duty (OSD), Gurugram Development Authority V Umashankar informed the Chief Minister that besides infrastructure, GDA through a consultative exercise with the Gurugram Police and the Municipal Corporation Gurgaon would also formulate a comprehensive traffic management plan.
Creating the right urban environment and ease of doing business through coordination with the concerned organizations would be among the other focus areas of GDA, said he.
Earlier, Umashankar also gave a detailed presentation on the draft bill of the Gurugram Development Authority.
