Odia language issue rocks House

Saturday, 30 April 2016 | PABITRA SENAPATY | BHUBANESWAR

The State Assembly was adjourned at least for four times on Friday as Opposition members created kept demanding implementation of the Odisha Official language Act and a discussion on the issue of Justice MM Das attending a programme hosted by the BJD lawyers' Forum in Cuttack on Thursday.

Opposition Chief Whip Tara Prasad Bahinipati (Congress) urged the Speaker to accept the Adjournment Motion titled ‘Odia Bhashara Abakshaya Udbegajanak’ (Decaying of Odia language disappointing) given on behalf of his party. His party colleagues and BJP members too stood up and supported him.

As the Speaker didn't respond to their demand and called for running of the Question Hour, they rushed into the Well of the House and kept reiterating their demand.

Speaker Niranjan Pujari adjourned the House at 10.35 am till 3 pm.

When the House reassembled at 3 pm, leader of Opposition Narasingha Mishra alleged that the Adjournment Motion was not accepted as the Chief Minister doesn't know Odia.

Besides, Mishra demanded a discussion on the Justice MM Das issue. ‘Justice Das is heading the chit fund probe panel. When he joined a meeting held by the ruling party, many leaders of which are allegedly involved in the scam, it is certain that people will lose faith in the Government. The matter should be discussed in the Assembly now.’ To this, the Speaker said such a discussion can't be held in the Assembly when the chit fund scam probe is going on.

Soon, Congress and BJP members rushed to the Well of the House and shouted slogans against the Government. The Speaker adjourned the Hose at 3.28 pm for 30 minutes.

When the House reassembled again, Mishra raised the same issue and urged the Speaker to reconsider his ruling. ‘I am not giving any remark on judicial functioning of the Justice. What he said at a political party meeting needs to be discussed for the better interest of chit fund investors. If a discussion is held, it will not certainly impact the probe process,’ he said.

The Speaker avoiding Mishra's request urged the Opposition to cooperate in the House proceedings as two Budget proposals were to be discussed. Opposition members got infuriated and rushed into the Well demanding either resignation or ouster of Justice Das. The Speaker adjourned the House again from 4.01 pm for 30 minutes.

In the evening, the Budget proposals of Rs 11237, 74,68,000 relating to the School and Mass Education Department and Rs 2197,49,87,000 respecting the Higher Education Department were passed after discussions amid walkouts by both Opposition party members.
