Agendas like providing quality education to college students, reviewing the present status of 12 model colleges, 11 degree colleges for women which were approved by Cabinet recently, teachers’ appointment including the hurdles and other aspects of Choice Based Credit System (CBCS) implementation were discussed in a high level review meeting chaired by HRD Minister, Neera Yadav with all the five varsities Vice- Chancellor (VC) on Wednesday.
“As per the order of University Grant Commission (UGC) norms, all the universities must adopt the system of CBCS from the academic session 2016. However, there are certain constrains which are associated with the process and must be addressed. Pre-requisites like infrastructural requirement, recruitment of faculty members as per the modules and electives must be ensured on priority basis before implementing the CBCS process by all the universities,” said Yadav.
Notably, student unions have been protesting against the implementation of CBCS process. Though Vinoba Bhave University (VBU) has already implemented the concept and Ranchi University (RU) will initiate the process from the academic session 2016, the confusion on the matter remain unsolved. “In order to impart various facets of CBCS among the principals and students, a seminar will be organised in the first week of July at RU and VBU. Soon it will be extended to other universities too. Apart this, roaster clearance must be ensured,” Yadav pointed out.
The purposes of the introduction of the CBCS scheme are mainly to provide opportunity to all the students to choose courses or subjects within a programme, as against the mostly fixed set of subjects now being offered except for the limited choice of electives or modules in various professional degree courses and Postgraduate programmes with the flexibility to complete the programme by earning the required number of credits at a pace decided by the students. Nevertheless, at present the college administration is finding it difficult to implement the system.
“Few constraints like lack of qualified teachers for various subjects including infrastructural requirement must be addressed before initiating the system. Even Minister have emphasized on this. JPSC too have been given the deadline and after July 15, teachers’ appointment procedure must initiate to fulfill the present requirement in different affiliated colleges. The meeting also emphasised on conducting classes shift wise and other aspects,” Kolhan University (KU) VC, RPP Singh added.
