Dharna outside UTU V-C's office

In a dramatic development, a former deputy controller of examinations of Uttarakhand Technical University (UTU) has initiated a Dharna outside of the office of Vice Chancellor (VC) along with his family members. The former deputy exam controller has blamed the VC for removing him illegally and steadfastly refusing the directions of Chancellor (Governor) and State Government for reinstating him and regularising his service.

Nautiyal was appointed as deputy examination controller in UTU by the State Government on December 27, 2007. Prior to it he was working as lecturer on a fixed salary in HNB Garhwal University. He was relieved by the university on October 10, 2015 citing the Government Order (GO) in which the personnel working in the university on deputation for more than five years were asked to send back to their parent departments.

The contention of Nautiyal is that the GO is not applicable on him as he was working on a fixed salary. He further claims that the Uttarakhand Government had asked the university to initiate the process of his regularisation following which a selction committee was constituted by the VC. The first meeting of the committee was scheduled on December 8, 2014 but due to unavailability of VC its meeting was not held.

Nautiyal told The Pioneer that instead of forcefully relieving him the university should have intimated to the government that the process of his regularization is pending. He said that the university failed to take note of the direction of Principal Secretary of Uttrakhand in which he asked the university to reappoint him on the post held by him and pending process of regularization should be completed. “The high headed behavior of VC could be understood from the fact that he is not following the order of the governor who in his capacity as Chancellor asked the university to reinstate him. The office of governor is sending reminders to the university but it is shamelessly sitting over the orders,’’ he said.

To further complicate the matter the University appointed a person belonging to the cadre of junior lab technician- but having political connection- on the post of Deputy examination controller on June 28 this year even though the office of Governor on July 18 has asked the university to undertake action on process of regularization of Nautiyal.

When this correspondent tried to seek an appointment with VC for his version in the episode, the office of VC refused the permission.
