Assembly to take up salary Amendment Bill today

Following objections raised by the legislators on a Bill related to their salary raise, the Haryana legislative Assembly (Salary, Allowances and Pension of Members) Amendment Bill 2016 was not taken up on Tuesday even as it was tabled in the House.

Speaker Kanwar Pal announced that the Bill would be taken up on Wednesday, the last day of Monsoon Assembly session.

Expressing his displeasure over the proposed slight increase in the salary, MlA Tek Chand Sharma said that if this much salary increase is proposed, then the Government should not revise the salaries of MlAs. He added that we were expecting figures in lakhs and this is really unfortunate that the recommendations of the committee have not been accepted.

A committee had been formed in the Budget Session to submit a report on salary raise of MlAs. Gian Chand Gupta, Banwari lal (BJP), Zakir Husain (INlD), Tek Chand (BSP), lalit Nagar (Cong) and Jai Prakash (Independent) were the members of the committee. Other legislators also expressed their displeasure over the slight increase in their salaries.

Parliamentary Affairs Minister Ram Bilas Sharma then assured the matter would be looked into and the committee members can meet Speaker after today’s session to raise this issue.

The State Government has proposed to increase the salary of MlAs from Rs 30000 to 40000 per month, constituency allowance from Rs 30000 to 40000 per month, office allowance from Rs 10000 to Rs 15000 per month, daily allowance from Rs 1500 to Rs 2000 per day for a maximum 15 days a month, free traveling facility from Rs 2 lakh to Rs 3 lakh per year, secretarial allowance from Rs 15000 per month for one person to Rs 15000 each for two persons and telephone allowance Rs 15000 per month for a telephone at residence is being susbstituted to a telephone and a mobile phone for residence.

The proposed increase in various categories will entail an extra expenditure of around Rs 3,92,28,000 per year from the state exchequer. The withdrawal of compensatory allowance however will save an amount of Rs 54 lakh.

Meanwhile, Haryana Vidhan Sabha on Tuesday passed nine Bills on the third day of monsoon session.

These included the Haryana Right to Service (Amendment) Bill 2016, Haryana Private Universities (Second Amendment) Bill 2016, The Court Fees  (Haryana Amendment) Bill 2016, Shri Krishna AYUSH University Kurukshetra Bill 2016, The Haryana Appropriation (No. 3) Bill 2016, The Haryana Vishwakarma Skill University Bill 2016, The Haryana legislative Assembly (Facilities to Members) Amendment Bill 2016, The Haryana State legislature (Prevention of Disqualification) Amendment Bill 2016 and the Haryana law Officers (Engagement) Bill 2016.

 

Govt increases advance amount given to MlAs for house repair

The Haryana legislative Assembly (Facilities to Members) Amendment Bill, 2016 was passed to amend the Haryana legislative Assembly (Facilities to Members) Act, 1979. Keeping in view the rise in the cost of living, the Government has decided to increase the amount of advance from Rs 1.75 lakh to up to a maximum of Rs 10 lakh for effecting major repairs, additions or alterations to the house, provided that outstanding principal amount towards House Building Advance is not more than Rs 50 lakh.

 

Haryana to set up Krishna AYUSH varsity

Krishna AYUSH University Kurukshetra Bill, 2016 was passed to establish and incorporate a university in the State for the purpose of teaching, affiliating and ensuring proper and systematic instructions, training and research in Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homeopathy systems of medicine to achieve excellence in these and connected fields, and to administer Krishna Government Ayurvedic College, Kurukshetra.

 

Haryana to set up Vishwakarma Skill University

Haryana Vishwakarma Skill University Bill, 2016 was passed to establish and incorporate a Skill University in Haryana to facilitate and promote skill, entrepreneurship development, skill-based education and research in the emerging areas of manufacturing, textile, design, logistics and transportation, automation and maintenance, and to raise skill level in various fields related to these areas. With a view to effectively rollout National Skill Qualification Framework, the proposed skill university would evolve system for recognition of prior learning competency-based modular courses and credit framework across educational streams.

 

Haryana State legislature (Prevention of Disqualification) Amendment Bill

The Haryana State legislature (Prevention of Disqualification) Amendment Bill, 2016 was passed to amend the Haryana State legislature (Prevent of Disqualification) Act, 1974. This Bill was necessitated in order to include the offices of Government Chief Whip and leader of Opposition in the Act, which provides certain offices of profit not to disqualify the holder for being elected as, or for being a member of the State legislature. The Bill was passed even as the opposition opposed it saying that the matter is pending in Court.

 

Haryana law officers Bill, 2016

The Haryana law Officers (Engagement) Bill, 2016 was passed to provide for a system of engagement of law Officers in the office of Advocate General in a transparent, fair and objective manner. This Bill was necessitated as the state also being a litigant, there is a need to defend the same, and to provide for a system of making assessment of the requirement of law Officers and their engagement and selection in each category in a transparent, fair and objective manner, based upon trust and confidence, keeping in view the relationship between lawyer and client.
