Sisodia's request falls on deaf ears

Despite Deputy Chief Minister Manish Sisodia’s request to the lieutenant Governor that Secretaries of Health and Public Works Departments should not be transferred as it could affect several ongoing Government projects, Najeeb Jung on Monday transferred both the bureaucrats in the national Capital.

The bureaucrats who have been transferred include Health Secretary Tarun Seem, handling setting up of Mohalla Clinics, and PWD Secretary Sarvagya Srivastava, overseeing construction of school buildings.

A 1992-batch IAS officer Ashwini Kumar has been appointed as Secretary PWD replacing Srivastava, who was posted by the AAP Government. Also, a 1996-batch officer Chandrakar Bharti has been appointed as the new Health Secretary.

Both Health and PWD Secretaries had hogged headlines recently after the AAP Government had appointed these two non-IAS officials as Principal Secretaries. Tarun Seem, an IRS official, and Sarvagya Srivastava, an engineer, were appointed in February as Health and PWD secretaries respectively, a post earlier held by only IAS officials.

Raj Niwas has now made it clear that the l-G would be the appointing authority for transfer and postings of IAS, DANICS, All India Service Officers, equivalent officers of central civil services. But for DASS Grade I/II, principal private secretary, senior personal assistant, the Chief Secretary will be the approving authority. Besides, Secretary (Services) has been appointed as the approving authority for transfer and postings of DASS Grade III/IV and Grade II/III (Stenographer) while Administrative Secretary/Head of Department will look after transfers and postings of other employees of cadre/ex-cadre within the department concerned.

It was the first major bureaucratic reshuffle in the Delhi administration by Jung almost a fortnight after the High Court judgment ruling l-G as the administrative head of the national Capital.

As per transfer order, Ashwini Kumar, who is currently holding the dual charge of Secretary, Social Welfare and Women & Child Development (WCD) has been posted as Secretary (PWD). He will also hold the additional charge of Secretary (Vigilance) and Director (Vigilance). The post of Secretary (Vigilance) was held by Sukesh Jain, an IRS officer. A 1993-batch officer KR Meena will be new Commissioner of Food Supplies and Consumer Affairs. He also holds the additional charge of Secretary-cum-Commissioner (Industries). Meena was holding the charge of Member, VAT Appelllate Tribunal.

Chandrakar Bharti, a 1996-batch officer, who is engaged as Secretary, Environment and Forest, will hold an additional charge of Secretary (Health and Family Welfare). Secretary-cum-Commissioner (Transport) Sandeep Kumar of 1997 batch, will hold the additional charge of Development and Secretary (Irrigation & Flood). Dilraj Kaur, a 2000-batch IAS officer, has been appointed as Secretary of Social Welfare and Secretary Women and Child Welfare, along with her role as Director (Social Welfare).

Sources in bureaucracy said that all these appointments and transfer postings have been approved by the Civil Services Board, which was recently constituted by the lieutenant Governor following the High Court judgement over the jurisdiction of Raj Niwas and the AAP Government.
