The Ethics Committee of the Delhi Assembly has recommended stripping off BJP MlA OP Sharma’s membership of the House in connection with a case of making derogatory remarks against AAP MlA Alka lamba a few months ago.
With this development, the House is supposed to discuss the recommendations of the Ethic Committee on Thursday but fails to find a mention in the list of business. The report of Ethics Committee was tabled in the House on Wednesday.
Terming the recommendations of the Ethic Committee as politically motivated, BJP MlA Sharma said the report is completely biased as all the members of the committee are from ruling party.
“There is no MlA from Opposition BJP in the committee and the content of the report is an attack on democracy. I am not surprised to see this report; I was expecting this from them as all the members of the Ethics Committee are from AAP Government. Throughout the Committee meetings, I was asked to apologise , but what shall I apologise for when I have not done anything wrong. I was speaking well of her and in good spirit,” said Sharma, adding if the House approved the Ethics Committee’s recommendations, he would challenge it in the Court.
The report of Ethics Committee with nine AAP leaders stated that the BJP MlA has the record of being fined and warned against the “unruly behaviour” by the House after being found guilty by the Commission on Ethics earlier for damaging the microphone in the House. “He has shown neither remorse nor sign of learning from his past mistakes and is a habitual offender.”
The report stated that Sharma is a “habitual offender” and has shown neither signs of remorse nor sign of learning from his past mistakes and the Committee is left with “no choice but to recommend expulsion.”
leader of Opposition Vijender Gupta said they will move High Court over the issue. “It is a biased approach towards this matter. All the members of the Committee were deliberately kept from AAP Government and none from ours as they knew we would oppose this move. It is wrong, completely biased and we will move High Court in this matter,” Gupta said.
The Committee held ten sitting spread over a period of ninety days out of which five were attended by Sharma. “After the seventh sitting, Sharma was asked to convey to the Committee if he wished to bring before committee any other evidences/facts. There was no response from Sharma,” the report said.
The report said Sharma, in his very first appearance before the Committee, has accepted that he used the word “raat bhar ghoomne waali” to describe lamba on the floor of the House on November 24, 2015 when the House was in Session. He had been consistent in admitting throughout the proceedings of the Committee that he used these words to describe her.
The report mentioned that Sharma one of his depositions, once said that his utterances against lamba was a reaction to her alleged remarks against him. “He also drew a connection between the happening in the House on November 24, 2015 and alleged vandalisation of his shop by lamba in August 2015. This explanation is untenable. In subsequent depositions, he found a new explanation and said he had described lamba as she allegedly claims herself to be,” read the report.
“Sharma in his depositions remained consistently defiant and unrepentant. The committee tried to reason with him in hope that he would express regrets so that the committee could take a lenient view. It is clear that his remarks are derogatory and defamatory against lamba and amounts to character-assassination,” said the report. The report added that the Committee unanimously concluded that Sharma is found guilty of conduct unbecoming of the MlA.
