HP to implement Mukhya Mantri Health Care Scheme

Himachal Cabinet on Thursday decided to implement the ‘Mukhya Mantri State Health Care Scheme’ (MMSHCS) from financial year 2015-16.

The meeting, chaired by Chief Minister Virbhadra Singh, decided that MMSHCS would be provided to 1.50 lakh beneficiaries which will include single women, senior citizens above 80 years of age, Anganwari workers/ helpers and Mid-day meal workers, daily wage and part time workers of State, autonomous bodies, societies, Rogi Kalyan Samities (RKS), Boards and Corporation who were not covered under Rashtriya Swasthya Bima Yojna or any other medical reimbursement scheme.

Chief Minister Virbhadra Singh said beneficiaries would be identified by the concerned department or Panchayat Secretary. The beneficiary would be eligible for coverage of the financial costs of in-patient health care services and certain specified day-care procedures not requiring hospitalisation.

He said that there was a provision for reasonable pre and post-hospitalisation expenses for one day prior and five day after hospitalisation, besides provision for transport allowance.

The State Government would contribute 100 per cent as a provision of `12 crore has been kept to meet out the expenditure to meet out the expenditure under MMSHCS during the current fiscal.

"Smarts cards will be active from 1st January 2016 and the beneficiary can avail benefit till December 2020," he added.

In other decision, the Cabinet accorded its approval for co-contribution of `1,000 per annum by the State Government in each account holder for next three years who join the  Atal Pension Yojna as per the budgetary announcement of  Chief Minister in the age group of 18 to 40 years. It was further approved that the government would make co-contribution in the account of only those families,workers or subscribers etc who have enrolled under the Yojna and are contributing the due amount in their pension accounts, to become eligible for State Governments co-contribution.

The Cabinet also gave its nod to fill as many as 500 posts of paramedical staff in Health and Family Welfare department on Rogi Kalyan Samiti basis either by direct recruitment, promotions or on  batch wise basis.
