The State Government has once again adopted tough stand against employees across all departments for not honouring its repeated call to upload details on ‘Manav Sampada’ — a Human Resource Management System for centralised storage of employee details — with a stern warning to stop transfer of payments for missing this year’s deadline of July 31.
But, the seriousness on the face is undermined by the failure to get a positive response from employees.
In a concerted effort, all departments are simultaneously issuing notices for their employees to ensure that necessary details are uploaded on the software without exception to avail salary for the month of July. Departments have also directed designated officials to guide record appending process by special arrangements for the employees. Yet, the number of records locked in the software could not be figured out.
“Don’t know exactly how many people have entered their details as this is an ongoing process and new entry is being made every day. As of now we are firm on the deadline,” said Secretary, department of Personnel, Administrative Reforms and Rajbhasha, Ratan Kumar.
As per the notice issued by the department, salary of employees who fail to lock their service records into the software will be kept under suspension till the personal records are updated in the prescribed format. The entry process is guided by two stage process—registration and uploading the details into the system by logging through a system generated login password. The software has been developed by the National Informatics Centre of Himachal Pradesh and it has been replicated in Jharkhand with state specific modifications at an estimated cost of `11.36-crore.
‘Manav Sampada’, the e-governance proposal was approved by the Centre in September, 2013 under the project named Rapid Replication of HRMS and it was expected to be implemented in two years however extension appears to be one option with the department despite the last minute rush for completing record entry. As the project is getting delayed officials regardless of the tough posture are visibly soft in reviewing the pros and cons of the decision. A similar decision of withholding salary was taken last year also but the department kept the implementation on back burner allowing officials more time to complete their profile entry.
“Any new system takes time. How much time it will take is difficult to say at this point of time. We will review the progress,” added the Secretary.
The software is loaded with modules relating to manpower planning, recruitment, online creation of orders, appointment, transfer, promotion, dismissal, termination, penalty, online submission of annual property return and online assessment and storage of ACRs, e-service books, employee telephone directories, various services to citizens such as staff strength at particular institution, grievances et al.
