In the contest the students are selected on four important parameters of Theatre, Music, Dance and Visual art. After selection in the schools district level contests would be held in the first week of November to shortlist the participants from the state. The department would consider folk songs and skits on Garhwali, Kumaoni and Jaunsari language for the festival.

The theme of national level ‘Kala Utsav' competition this year is ‘Beti Bachao, Beti Padaho’.

The department has appointed Primary  education director, Seema Jaunsari as nodal officer for these competitions.
