The State Government has directed all District Collectors to ensure compliance of rules for new recognition and renewal of recognition for private high and higher secondary schools by them. Minimum norms must be positively implemented as per rules for recognition. The Government has already published rules for new recognition and renewal of recognition.
The Collectors have been informed that powers to relax recognition norms lie only with an appeal committee headed by School Education Minister. Therefore, new recognition should not be accorded by relaxing norms. Compliance of directives and instructions must be ensured at the time of ensuring minimum norms.
It is clear in the directives that area of plot of high school must be minimum 4000 square feet and higher secondary schools 5600 square feet. If a primary or middle school or both are already being conducted in the same building then its area should not be considered for recognition to high or higher secondary school. Similarly open land for high and higher secondary schools must be 2600 and 3000 square feet, respectively. Norms of built-up and open area student-wise have also been prescribed. Accordingly, per student built-up area must be 10 square feet and open area 5 square feet. Building and land ownership or rental agreement must be in the name of concerning institution. Otherwise, recognition would not be granted.
For new recognition, rent agreement of building must be valid for next 2 academic sessions. Along with classrooms, the building must have one separate room each for principal, office and library, subject-wise lab and separate toilets for girls and boys. Not more than 45 students can be seated in one classroom. High school must have a lab and higher secondary schools subject-wise labs. Along with syllabus, libraries must have books of other subjects and knowledge in adequate quantity. Books prohibited by government must not be kept in library.
Institution must have adequate land for sports ground. Adequate furniture should also be present in classrooms, labs and libraries for seating of students.
