Haryana Cabinet on Friday decided to grant reservation to Schedule Castes in promotion in the State Government services.The Cabinet which met under the chairmanship of Chief Minister Manohar lal Khattar accepted the report submitted by the Committee constituted to assess or examine the backwardness and inadequacy of representation of Scheduled Castes in promotion in the State Government services and decided to grant reservation in promotion satisfying itself with qualifying data.
The Committee has analysed data of 3,81,847 employees of all categories in group A, B, C and D in public appointment of the State Government. The Committee concluded that there is inadequate representation of Scheduled Castes in comparison to their proportional representation in the total population of the state, in most of the promotional grade, at almost all levels and in most of the departments and public sector undertakings of the State.
At present, there is no reservation in promotion for SCs in group A and B jobs in Government services. As per the data analysis, with higher proportion of poverty, lower level of literacy, higher drop-out rates, meager share in land holdings etc, the scheduled castes continue to be backward in the state as the required standards of promotion are the same for general as well as reserved communities.
The Committee concluded that the administrative efficiency is not expected to be adversely affected by extending reservation in promotion to the Scheduled Castes in public services.Meanwhile, the Cabinet has also approved proposal of raising loan of Rs 100 crores for Municipal Corporation Faridabad, Haryana State Board of Technical Education (HSBTE) Act, 19 of 2008 and widen the ambit of family pension scheme in the state.
Relaxation in upper age limit
The backward classes and economically backward persons have been granted relaxation of five years in upper age limit in general caste category for entry in jobs under government or Government undertaking. The State Government has fixed the upper age limit for general category for entry into Government service as 42 years subject to the conditions according to which the existing instructions in regard to relaxation of five years in the upper age limit in respect of Scheduled Castes, Scheduled Tribes and Backward Classes for the appointment to gazetted and non gazetted services of posts will continue to be in force.
Benefits under family pension scheme extended
The daughter who is suffering from any disability which prevents her from earning a livelihood, will continue to get family pension even after the age of 25 years, irrespective of her marriage. Haryana Government has widened the scope of benefit under family pension scheme. As per amendment, an eligible person receiving the family pension will receive the same for the benefit of all the eligible persons of the family.
Whereas earlier the eligible eldest child was getting family pension till their entitlement and later on another child become eligible for getting family pension. The pension benefit will also be admissible to the eligible disabled children whether born before or after retirement earlier it was restricted for the children, who born from the marriage which takes place before the retirement.
Rs100 for Municipal Corporation Faridabad
Cabinet approved the proposal of Urban local Bodies Department for seeking the guarantee of state government for raising loan of Rs100 crores from Housing and Urban Development Corporation (HUDCO) by Municipal Corporation Faridabad in order to complete the balance of ongoing works relating to augmentation of water supply scheme in Faridabad. The entire cost of project is about Rs500 crore. Once complete, it is likely to meet the water supply requirements of the town of Faridabad for the projected population upto year 2031.
HSBTE Act made applicable
The Government has made applicable the Haryana State Board of Technical Education (HSBTE) Act, 19 of 2008 from the date of its notification May 6, 2008. Since the establishment of Board, there has been an exponential growth in the number of technical institutions regulated by HSBTE and the students registered with it. To regulate large number of institutions, Board has framed affiliation bye-laws, examination regulations and various committees such as equivalency committee, academic committee, finance committee to discharge various functions enumerated under the Act. At present, there are 25 government polytechnics, four Government aided and 157 private polytechnics conducting diploma on regular basis and 35 engineering colleges in evening shift. The total sanctioned intake of diploma programmes is 71,245.
Policy for rehabilitation claims approved
Haryana has approved the policy for considering the rehabilitation claim of oustees whose land was acquired by Agriculture department for Haryana State Agricultural Marketing Board during the period from July 23,1997 to September 6,2010.
