Cabinet nod to organs transplant law in State

The State Cabinet on Monday gave approval to the provisions of Transplantation of Human Organs (Amendment) Act, 2011 that widens the pool of organ donors and also provides for stringent punishment for illegal organ trade. The Cabinet passed 13 proposals — including the crucial organs transplant Act on Monday. The Act was notified in January 2014 and Jharkhand is likely to adapt it to the local needs after the administrative sanction was given in the direction. The Cabinet’s nod has opened possibilities of setting up retrieval centres for retrieving organs from deceased donors and their registration as the amended act envisages.

As the original act fueled illegal organ trade the amended act sought to curtail the malpractices associated with organ donation and widened the definition of a near relative donor to include grandparents and grandchildren as well. The amended act stipulates mandatory inquiry and informing option to donate in case of unfortunate event of brain stem death of ICU patient for the purpose of organ donation, mandatory transplant coordinator for coordinating all matters relating to removal of transplantation of human organs besides an organ, tissue removal and storage network.

Faced with the concerns of high dropout in schools the Cabinet approved the proposal of direct transfer of Rs3,000 in the accounts of children for purchasing bicycles. The decision will benefit Above Poverty line and Below Poverty line students of class-8 belonging to SC, ST, BC and minority categories studying across all types of Government schools in Jharkhand.

The Cabinet approved working plan of Jharkhand Renewable Energy Development Authority and released around Rs50-crore grant for developing of non-conventional sources of energy in remote areas of Jharkhand. Administrative approval has also been given for phase-2 of Restructured Accelerated Power Development and Reforms Programme which will  focus of restructuring, replacement and strengthening of 11kv transmission line.

Among other decisions approved in today’s Cabinet includes sanctioning Rs366-crore for the new building of High Court; creating additional posts under excise department; approving drinking water project for Godda; framing service rules for sentry, approving board for recruitment and other rules governing recruitment for the post besides approving payment to daily wagers employed in miro-irrigation project of Drinking Water and Sanitation Department in light of the judgment given by Delhi High Court in Jharkhand State vs Nepal Kishore Rai case.
