The Arvind Kejriwal Government has created a special post of Principal Secretary (Elections) by appointing a 1990 batch IAS officer Jitendra Narain.
The development has sparked a debate among experts that this could lead to virtual clash as the power to conduct electoral process is vested in the chief electoral officer, who reports to the Election Commission of India as far as Assembly and lok Sabha elections are concerned while State Election Commission conducts municipal elections in the national Capital and Chandigarh.
Also, there are fears that the move will overlap the working area and amounts to infringement of rights of officials. The most interesting fact is that the AAP Government has not taken permission from lieutenant Governor Najeeb Jung for creating this post that since 1993has been non-existent, sources in the Government said.
A senior officer said on the condition of anonymity that electoral office reports to Election Commission while State Election Commission reports to Ministry of Home Affairs. The big question is what would be role of the Principal Secretary (Elections), he said.
Sources said there is an understanding instruction of Election Commission of India that CEO would
hold the charge of secretary (elections).
Besides, a 1995 batch IAS officer Keshav Chandra has been appointed as Secretary (Tourism) with additional charge of CMD of Delhi Tourism Transportation Development Corporation (DTTDC). Chandra was on study leave for the past one year and he has recently joined the Delhi Government. A 2003 batch officer Vivek Pandey has been appointed as additional commissioner of East Delhi Municipal Corporation. A 2007 batch officer Juhi Mukherjee has been appointed as deputy commissioner (headquarters).
Juhi was in Mizoram. Similarly both Bl Sharma and Devinder Singh (promoted IAS) have been appointed special secretary (ID) and Director (ISHM) respectively.
