In order to enhance skills for the members of Special Investigation Team (SIT), which was established to deal with cases related to land disputes at range level, a one-day long training programme was organised at Dehradun SSP office on Thursday.
SIT comprises 21 policemen - an inspector, four sub-inspectors, eight chief constables and eight constables. They were given special training on how to put check on false registration of private and Government lands, illegal encroachments of lands and other land disputes and speedy redressal of complainants’ grievances, said Garhwal Range DIG Sanjay Gunjyal.
Taking cognisance of mounting cases related to false registration of private and Government lands, illegal encroachments of lands and other land disputes and growing involvement of land mafia in such business and the subsequent direction from Chief Minister Harish Rawat, he had recently formed SIT at range level.
To enhance their skills, CBI officer, land registers, intelligence officials and Securities and Exchange Board of India (CEBI) officers had been invited in the workshop to train the policemen on the matter. Akhilash Kaushik from CBI dwelt on various types of crimes related to finance and land scams while Surveer Singh Rana, Nayab Tehsidlar spoke about land and revenue records.
JS Bisht, joint director (Intelligence), spoke about the land related frauds and other offences. Santosh Badoni, deputy secretary revenue and management, talked about cases related to land disputes and ways to sort out the registered complaints. DP Bijalwan, DJC (civil) spoke about civil cases regarding land disputes and Avtar Singh, register, spoke about land registry.
Jubin Mehta, assistant general manager SEBI, talked about money laundering in details. DIG Gunjyal said that the team members have already been directed to take stringent actions against land mafias after conducting thorough investigation into the land cases. If the situation so warrants police should not hesitate to enforce Gangster Act against the persons involved in encroachment of private and government lands illegally. Senior police officers have been directed to monitor the registered cases and ensure speedy redressal of the public grievances, he added.
Such training programme will be orgnaised from time to time at range level for enhancing the skills of SIT members. After the completion of training, he would conduct test of the members and those who pass the tests will be kept in the SIT teams, he added.
Gunjyal further said that the circle officers of Dehradun and Haridwar and other districts of range have been directed to submit reports related to land disputes registered in their jurisdiction from time to time and after conducting thorough investigation of such cases, action will be taken against the offenders. Team will take action against offenders who have illegally acquired lands of government, panchayat and persons belonging to SC/ST. The offenders will be identified and action will be taken under Gangster Act against them, he added.
He further said that the senior police officers will also be assigned to monitor the cases reported in their jurisdiction on priority basis and ensure speedy redressal of the registered cases.
