One-day national workshop on panchayat audit system

The Panchayats and Rural Development Department has implemented the system of concurrent audit and accounting to keep fiscal management tidy in three-tier panchayats. Besides,a  Panchayat Darpan web portal has also been developed to ensure transparency in panchayats’ accounts.

In this regard, a one-day national workshop will be held at Bhopal on April 30, 2014. Chief Secretary Anthony DeSa will inaugurate the workshop while Madhya Pradesh Accountant General (G&SHA) KK Shrivastava will preside over it. Additional Chief Secretary Panchayats, Rural Development and Social Justice, Aruna Sharma, will deliver a lecture on concurrent audit system and Panchayat Darpan web portal.

Joint and Additional Secretaries of Union Panchayat Raj Ministry, Central Accountant General (CAG), Accountant General Madhya Pradesh (AGMP), fiscal experts of various States, New Delhi and Bhopal-based representatives of National Informatics Centre (NIC) and senior officers of the State Government will participate in the workshop.  Nominated representatives of five district panchayats, five janpad panchayats and five gram panchayats in the State will also take part in it.

The representatives of CRISP and CA firms appointed for audit of three-tier panchayats in the State will also participate in the workshop to be held jointly by Panchayat Raj Directorate and Mahatma Gandhi Rajya Grameen Vikas Sansthan, Jabalpur.

Through the web portal, 8 data forms prescribed by CAG for maintenance of accounts can also be accessed. The system is enabled to maintain details of budget allocated under the 13th Finance Commission, State Finance Commission, stamp duty, imposition and recovery of taxes, MNREGA, various housing schemes, School Education and Tribal Welfare departments’ schemes, health schemes and pension distribution.

The Madhya Pradesh Panchayat Raj Department has launched the innovative Concurrent Audit System. The task of Concurrent Audit in 10 divisions of the State has been entrusted to suitable institutions by inviting global tenders after preparing proposal in consultation with office of the Accountant General and Chartered Accountants Institute of India. For simplifying accounting system, software Panchayat Darpan has been made available on the web potal www.mppanchayatdarpan.org.

The software is helping chartered accountant firms to maintain accounts of three-tier panchayat institutions systematically and smoothly.
