Major administrative reshuffle in Haryana

After allocation of portfolios to ministers, a major administrative reshuffle took place on Thursday to give a cutting edge the Manohar lal Khattar led BJP government in the state.

Two IAS officers SS Dhillon principal secretary to CM and KK Khandelwal, Additional Principal Secretary-1 to CM, both considered loyalists of former chief minister Bhupinder Singh Hooda have been replaced.Dhillon, a 1984 batch IAS officer and principal secretary to CM has been replaced with 1986 batch IAS officer from Sonipat district in Haryana, Sanjeev Kaushal, Principal Secretary, PW (B and R) and Architecture Departments, who is now new Principal Secretary to Chief Minister.

Similarly, 1990 batch IAS officer, Sumita Misra, Managing Director, Haryana Tourism Development Corporation limited, Director General and Secretary, Tourism and Hospitality Departments and Managing Director, Dairy Development Cooperative Federation has been appointed as Additional Principal Secretary-1 to Chief Minister in place of 1985 batch KK Khandelwal,

1997 batch IAS officer Rakesh Gupta, Secretary, Health Department, Mission Director, National Rural Health Mission (NRHM) and Commissioner, Food and Drugs Administration and Secretary, Administrative Reforms Department has been appointed as Additional Principal Secretary-II to Chief Minister against a vacant post here.

Apart from the IAS, state spokesperson of BJP, Jawahar Yadav has been appointed as Officer on Special Duty to Chief Minister (OSD to CM), Haryana on Thursday with immediate effect.The two IAS officers, Dhillon and Khandelwal had played an active role to help Bhupinder Singh Hooda government, when it was in dock for the Robert Vadra-DlF land deal. Senior IAS officer Ashok Khemka had raised questions when he was director general of revenue department in Haryana on the questionable deal.

Other senior IAS officers who could be transferred are Trilok Chand Gupta, 1987 batch officer. Gupta is the only officer who helped Hooda by addressing press conferences against Khemka in Robert Vadra-DlF land deal case.

Two IAS officers from Hooda’s hometown Rohtak, 1985 batch officer Ram Niwas , Additional Chief Secretary  Development & Panchayat Departments, Secretary Boundary Area Committee and Commissioner, Gurdwara Elections, Haryana and Principal Secretary to Govt., Haryana, Housing Department, 1986 batch office Roop Ram Jowel, Principal Secretary to Govt, Haryana,Transport & Civil Aaviation Departments. Principal Secretary to Govt., Haryana, and Welfare of SC/BC Department are also being considered on the hit list of the new government.

1990 batch IAS officer Sudhir Rajpal, who is Director General-cum- Secretary, Information Public Relations & Cultural Affairs and Grievances Departments and Director General-cum-Secretary, Archaeology & Museums Department, Excise & Taxation Commissioner, Haryana and Secretary to Govt., Haryana, Excise & Taxation  and 1986 batch officer Dheera Khandelwal,Prinicpal Secretary to Govt., Haryana, Medical Education and Research and Science and Technology Department, can also be replaced with new officials besides 1984 IAS from Karnal Navraj Sandhu, an Additional Chief Secretary to Govt., Haryana, Health Department.

However, there are a few IAS officer, who may be rewarded in this reshuffling including 1997 batch IAS Pradeep Kasni, Administrator, CADA, Panchkula and Project Director, Aids Control Society, Panchkula. Kasni had a meeting with BJP leader Kailash Vijay Vergia, election in charge of BJP for Haryana polls during polls in Delhi, which was criticized by several political parties thereafter and Brijendra Singh, 1998 IAS ,Director General-cum-Special Secretary, Agriculture Department and M.D., Haryana Agro Indusries. Singh is also son of senior leader of BJP Chaudhary Birender Singh.

However, BJP has already said that nothing is being done as political vendetta, it is administrative course of action.
