Taking action against four engineers of Public Works Department (PWD), involved in gross irregularities of Bageshwar-Kapkot motor road works, the State Government has ordered strict disciplinary departmental action against them.
The additional Secretary PWD, Arvind Singh Hiyanki informed that the then executive Engineer of construction division, Kapkot PC Joshi was found to be guilty of not preparing the bid documents properly, failing to verify the bank guarantee submitted by the contractors, failing to deduct the secured advance from current account payments and gross financial irregularities. The departmental inquiry has made adverse comments on him and he is now demoted to the rank of Assistant Engineer from Executive Engineer.
Similarly, the then assistant Engineer Construction division of Kapkot, Nandan Singh Majilla was found guilty of providing secured advance amount against a fake bank guarantee and failing in his duty to inform his superiors about the adjustments of secured advances due to which additional payments against the norms were made to the contractors.
Hiyanki said that Majila is also demoted from Assistant Engineer to Junior Engineer in view of the adverse comments of the inquiry committee. The department has also demoted the then assistant Engineer Construction division Kapkot, Devender Singh Bhoj to the rank of Junior Engineer.
Bhoj was found guilty of not checking the tender documents properly, failing to check the FDR provided by the contractor, failing to deduct the security amount from the first current account payments to the contractors and not providing all facts to his superiors.
Taking a less stern action on the then executive Engineer Provincial division Almora, Sunil Kumar, the department has recommended to stop the one annual increment. Kumar was penalised for not taking cognisance of bid security and credit facility as per his capacity as member of tender committee.
