Chhattisgarh pradesh Congress committee chief, Bhupesh Baghel on Wednesday claimed to have exposed ‘Ration Card Scam’ in the State.
The State Congress chief accused the ruling BJP Government of violating the constitutional provisions in making of Chhattisgarh Food and Nutrition Security Act, 2012.“It’s around Rs2,000 crore scam,” alleged Baghel, adding, that the Act was made only to lure the voters to win the Assembly polls in 2013.
The senior Congress leader said the BJP Government introduced the Act, whose Bill was passed in the State Assembly. Prior to this, a committee of officials was constituted for preparing the guidelines.“The Government enforced the guidelines without taking consent of the Ministers, while the same was not presented in the State Assembly for its approval as well. The Government did not seek the Governor’s nod in the process and also refrained from publishing the same in the gazette. Thus the entire procedure is unconstitutional,” alleged Baghel.
The BJP Government enforced the Act in hurry to get political mileage ahead of the State Assembly election, alleged Baghel, adding, that about 17 lakh ration cards to the ineligible candidates were distributed in the State.
“Since enactment of Chhattisgarh Food and Nutrition Security Act, 2012, the State Government incurred a loss of about Rs200 crore per month to the exchequer by benefitting those, who are not eligible to avail benefits of ration card facility, only to get the tag of the first State to implement the Act and also to garner the voters’ support for winning the election,” he alleged.
Besides, as the district collectors implemented the Act in their respective areas, thus they are also involved in the ‘wrong doing’, he said adding legal action be taken against them.
