Terror group issues dos and don’ts for its cadre

Terror group Ansar Ghazwat-ul-Hind, the affiliate of the al-Qaeda in the Indian Subcontinent, has issued a detailed list of “Dos and Don’ts” for it cadres to evade the glare of the security agencies amid the ramped up hits by the security forces in Jammu & Kashmir.

The advisory by the terror group could be a precursor to attacks by the ultras in Jammu & Kashmir as the outfit is operationally active in the Valley.

The group, led by Zakir Musa who is an engineering drop out is a tech-savvy terrorist, develops its own apps for communication within the outfit and keeps changing such applications, a possible reason why he has been successful in evading the law enforcement agencies in India.

The guidelines include maintenance of secrecy and sharing of information on the need to know basis.

“We will rub their (Indian) best Army and tactics into dust...The only thing needed is that we should ensure that we have our connection with Allah very strong and change our war strategies and make them better,” says the latest internal communication from the outfit.

On secrecy and sharing of information on the need to know basis, the guidelines stipulate, “One of the fundamental pillars of armed fighting is secrecy and its (secrecy) is the principle of ‘giving information on need to know basis’.”

The document also mentions the Prophet who used to send raiding parties of the Sahaba (Holy army) and write the target in a letter and order the Sahaba to only open the letter it reached a specific place.

Mobile phones should be used very less and with precaution. Use of VPN and Tor as also other encrypted and secure apps is also advised.

Internet should also be used when necessary and the medium should be avoided to make any sensitive communication. The guidelines also exhort the cadres to make their hideouts without the help of any civilian or private worker and personally take all the necessary things like utensils and eatables without outside help. The location of the hideouts should only be known those Mujahideens in the field who are associated with it.

The guidelines also advise the Mujahideens to stay away from residential areas and whenever there is a requirement 2-3 persons should go to any place together.

The outfit has further advised that the movement of Mujahideens should be limited. The mujahideens have also been advised to spend maximum time in hideouts so that the ‘enemy” (security forces) does not have any clue about them.

“Whenever you make any movement, analyse everything around you and even above you as the Indian Army is now using silent drones during the night whose light is only visible. Such gadgets serve as the best spies for the security forces and there is a need to protect the Mujahideens from such equipment,” reads the terror group’s advisory.

The Mujahideens have also been advised to frequently change the timings of the movement and prefer unconventional time.

After maghrib (evening) prayers, the spies also come into action more and to deceive them the change in timings is a must, it says.

“Do not give away the location of your hideouts and other points to anyone in any circumstances. Division of the armed work and others in the cells is required so that secrecy is maintained and in case a Mujahideen is arrested or is exposed, other fellow jehadis remain safe.

Even the ansars (fighters) should also follow the guidelines and should not share any information about the work of the outfit to any friend or relative and should avoid any activity which can arouse suspicion in the minds of the security forces. Whenever the Mujahideens have to meet, they should opt to meet at a different point than the hideout and should be mutually decided. Such locations should be away from residential areas, it added.
